consciousness is not just another measuring tool. It is the thing that makes measuring tools possible. Changes in a meter or other measuring device are measuring devices only because some conscious being is aware of those measurements and relates them to one of its products or projects. Otherwise, every physical object that responds to any change in its environment would be a measuring device.
