In critical thinking classes, we call this the “no true Scotsman” fallacy. it is a circular argument that supports the claim “all X is P” by denying any given counter example is really an X. It is fallacious, and therefore unfalsifiable. Martin Luther actually uses it in a few of his debates with some Catholic apologists.
