It looks to me like this is more or less exactly what is happening. More and more people are concerned about these kinds of issues, largely because there's been a lot of energy generated about them on social media. Big corporations are afraid that they will be "cancelled" themselves if they don't act against voter suppression in some way. No sentimental fuzzy feelings required, but the result is the same.
