She defines a rape culture as one in which women get blamed, and men excused, when they are the victims of rape. All of the cultures you mention blame women when they are raped if they are allegedly provoking the rape by violating the modesty culture. That’s a fact that can easily be confirmed by reading rape trial transcriptions from any previous century. That defense of rape only diminishes as modesty taboos diminish.
Here in California, we have clothing-optional bathing facilities which temporarily suspend the modesty culture in certain locations. To my knowledge there has never been a rape at any of these facilities I am familiar with. A rape woman cannot be blamed for her rape in the usual way if there are no modesty taboos to violate.
Note that if you are going to dispute anything I am saying here, you are going to have to rely on empirical research into the facts. my main objection to your original criticism was that you were accusing her of violating laws of logic. She wasn’t. If she’s wrong about any of this, you’ll have to prove her wrong by using facts, not logic.
