That was true for over a century and a half, but I don't think it's true anymore. Even since the 60s, there have been lots of black groups that climbed to the very top of the charts, beating out white competitors. Earth Wind and Fire, Michael Jackson, Lionel Ritchie outsold their white competitors in the 70s and 80s. NWA outsold Vanilla Ice. Dr. Dre is a billionaire. And Beyonce dominates the Pop Music scene today. There may be some way you can read the statistics to show that Blacks are still getting the short end in musical exposure, but the claim is doubtful at best.

I do appreciate your thoughtful and nuanced take on this emotionally charged topic. I think you are going in the right direction with it.
