Here's my suggestion for holding the police accountable: Don't abolish the police. Police the police. You can't expect a watchdog to watch itself. I would welcome your comments.
One more point: the original proverb was "one bad apple spoils the entire barrel”. So if you took the metaphor seriously, you would do everything you could to root out and throw away those bad apples, rather than saying a few bad apples are not a problem. The whole point of the original proverb was that a few bad apples ARE a serious problem.
